Minecraft server not starting

Currently runing this through Docker (probs not 100% supported) but when trying to get a minecraft server started it won't launch at all.

I am trying to get it to launch with Spigot but i get the following error:
C:\gameap\servers\96d547e5-20f5-4aab-9cf1-6c8998dbc6ce# C:\gameap\daemon\gameap-starter.exe -t start -d C:\gameap\servers\96d547e5-20f5-4aab-9cf1-6c8998dbc6ce -u gameap -c ""

I'm also using this command to start it. Please let me know if i'm doing something wrong here as it is on a Windows OS but running in Docker
